I believe you would have to abide by terms of agreement.

Your employer has to work this out with the agency. Otherwise there may be legal action, but they will not dock your pay.This situation is a common occurrence and usually the employer just has to pay a fee temporarily to the agency. It can work out well for all parties.

In most cases you would be making more than what the agency was paying you. If that s not the case you might want to stick with the agency. You have to weigh your options though? Is the agency offering insurance?

You find a need and fill it. I do not know what that is in your country but I know college students in the USA who do house cleaning or ironing for homes around the college. They can make their own hours to fit around the college schedule. Even babysitting or scooping dog poop out of yards would work here - but again, what is needed in your area?

you really can t start any kind of business without some investment - even something as inexpensive as an advertising flyer that you print on a computer and distribute yourself by hand offering some kind of service (cost of paper and toner). any kind of product related business is going to require some investment for production and/or inventory raw materials - that could still be les than $100 - you have to decide what it is you want to do or sell

You do not need a licence in the UK there is no such thing for premises not serving alcohol. You will need a current Food Safety/Hygiene certificate and your premises will need to be inspected by the Environmental Health Department before you open. You will also need public liability Insurance etc etc.
