If your cookies were made in a home kitchen you cannot sell your cookies to restaurants and stores because they are commercial kitchens and bakeries supervised by the government health department which does not allow them to sell any food prepared and cooked other than in their own business premises. Their premises have been inspected and approved for cooking commercially. Secondly for legal reason, they would not want to sell any prepared food they did not cook themselves, what if a customer became sick after eating your cookies. The customer would sue them, not you, they would not risk this.You can only try selling your cookies directly to customers including people working for the restaurants for their own consumption, or bake your cookies in a kitchen approved by the authorities.
