I suggest you speak to the owner of the pizza shop first, to present them with the opportunity to acknowledge their mistake and correct their actions, before you head to the authorities.
So, the people who work should pay for the people who do not work. How about the people who consume the taxes pay the taxes. Much better system. Anyway, how would you know this information unless you worked for the guy? Otherwise you would not know for sure.
