Can you have your own business while still working? -

My father wants to open up his own appliance repair business but he wants to keep working at his job while the business picks up. Is this possible or does he need to quit his job for tax purposes? Does he need to acquire a federal tax id so it wont affect his regular job tax refund? Please help me out here.
