The best way for you to find out if you can sign up for Paypal is for you to go to the Paypal official site and see if you fit the requirements to be able to sign up with their program. I do know that you have to have a credit card in order to sign up with them but if you do then it would benefit you a lot to sign up with Paypal becase it is a secure and legitimate name, people trust it and the best part of it is is that you can get your money instantaneously when people click on your Paypal button - the same thing applies if you are using Paypal to accept donations.As far as Ebay goes you (of course) have to sign up with them - but there is no fee to sign up with them.
