How does a small start up business decide on which is the best way to advertise their busines? When money is tight and the owners are new to publicizing their business how do they find advice on advertising and/or money for advertising?

Try direct advertising. They have free trials when you can send a thousand emails for free to random people. Then try free classified ads. Also craiglist is a good one.
