There may be programs like the guy above me has described - but they ae subsidized programs, NOT free.And you have to qualify because of your income, or family situation, or student status.So, the answer is there is nothing free. But you can get some help from programs if they exist.
Contrary to all the previous answers there IS such a scheme. It is run by the DCSF (a government department) and is aimed at low income families with childen in state education.I m not sure if it has actually started yet, but you will be able to apply for a grant, and if successful you will get a card similar to a credit card that will enable you to buy an approved computer from normal retailers.For more details you might want to start at: http://localauthorities.becta.org.uk/ind��
Why not just lease one. if it is for your business it will help build business credit.Contact me if you need additional information.The Govt should not be in the business of giving away free stuff. What ever it gives away it must take from someone else first.

Write to Gordon Brown c/o 10 Downing street and ask him for one.As there is no such scheme then you have as much chance by doing the above as anything else.
