Talk to other area animal shelters and talk about what they do - how much do they need to pay for the food, health, etc. You would need a grant - which can be a hassle to get. You would also need vet techs, animal behavioral experts, volunteers, a large building, foster families, etc. Unless you have a degree in veterinary medicine, I wouldn t tackle this project. It s a nice idea and maybe possible in the distant future, but right now I think you would end up having to close it down before it even opened.
