Resale certificates (not LICENSES) .are issued from the franchise tax board. Look online or in the phone book for the nearest one to you. Understand that YOU will need to collect sales taxes keep meticulous records on this; as the tax board will expect you to pay yearly or quarterly. That will also more than trigger a business license request from your town/city. Those are available at city hall. You do need to do some leg work on how you are going to track purchases sales, taxes, and pay yourself.

congrats on your new business!! wholsalers ask for resale certificate so that they don t charge you tax. and when you sell those items, you collect sales tax from the ultimate customer and remit that sales tax to your state or county. the best place would be to contact your state s business dept. it should be very easy thing to get your resale cert.
