You just answered your own question. For a self employment (a.k.a. small business) situation to have even a reasonable chance at success, you need to be working in a field or industry where you already have some expertise, and hopefully a professional network of contacts to help you drum up work. On-the-job-training is the last thing you want to be trying while starting up your new business. As for how you define your target market, e.g. small scale industries (but which ones: medical tech, software, manufacturing, etc.?), you need to research the alternatives and find out which one(s) are the most likely to buy your services.
