It all depends on how many people you can do justice to as regards price versus what they get or expect to get.If it is mainly a lecture type seminar then I guess you are only limited by the capacity of the room/s you have booked.If it is more a workshop type environment then you have to decide how many people you can give the necessary attention to for them to get the maximum benefit.Perhaps you could do a two for one offer to the first ten people or so that pay up then do something like a 20% discount to people who pay by December 15
What sort of seminar is it? What type it is would influence the discount.
