He told me he would pay me back by September 09. I did tell him I had a lot of work for him and I to do, and that paying me back should be rather easy. However, i didn t have any work for him and he has only been paying me a few hundred dollars a month. I have taxes to pay and I need the money now. Am I able to repossess the van even though it is in his wife s name, and we have no written agreement?

No you can not take his van. You gave him a loan based on the amount of work you expected to be able to provide, and you could not deliver. He is paying you back. You have no legal right to the van.
