Need help to understand a phrase in a book about social entrepreneurs? -

I read the following phrase in a book about Social Entrepreneurship. It says it s one of the characteristics of a social entrepreneur. Can anybody please explain to me what it means? It goes like this Know that all resource allocations are really stewardship investments . Is it trying to say that however way the entrepreneur is allocating his resources (money, manpower, assets etc) is really a way of him being better at managing (hence stewardship investment ) in the long run?

I thought it meant that investments should be treated as a means to an end - rather than the end themselves.
