You would need to know that you gonna need investors or money to find a commercial faciility to host all the neglected dogs, cats. exc. Than you need to find NonProfit Orginization sponsers and grants. Mostly would be obtainable through your state or county site. You gotta do alot of googly to get that money. whatever money you throw at the orginization becomes tax deductable, depends on what state.
