Do I still need to report taxes if the business hasnt opened yet? -

In other words, from the time I legally register the business to the time it takes to actually open for business, do I have to report earnings, taxes, etc., which, of course, will be zero?

in the UK the tax year runs April-March and you don t have to complete a tax return until you have completed a full tax year, and then it s not due in for some time after that, so you have plenty of time before you have to worry about this. But make sure you keep good records of all earnings and expenditure. It s worth having an accountant as things can get a bit messy otherwise. (I imagine you would want to declare your earnings (ie 0) in the period before officially opening, because the lower your income for the tax year, the less tax you pay, but of course the costs of setting up are tax deductible)
