Do I have to be licensed to operate a home daycare in the City of Crown Point, Indiana ? -

I am certified to care for 5 children in my home. The City of Crown Point is asking me for a copy of my license. The State of Indiana gives you a choice. You can either be certified to care for 5 children, or licensed to care for 12 children. Can the city that I live in force me to become licensed or can I remain certified ?
