Can i start a website not being 18? and tips on starting one? -

well i would like to start a forum website that i make a community and addsense to make a profit. I am learning html and i have alot of good ideas. I m wondering if i can start it if im not 18 but im above age 14. I also want to know how much money i can make from a good forum site, and any tips would be good
