Business excell query help !? -

i need a formula template or something so i when the number 14 or less is typed in to a cell(c3) a 0.50 charge appears in a cell next to a sub total (c12) i believe it sum thing along these lines if it helps if(c3= =14 ... then i forgot my AS ict course please help
