The best start is to look at sample business plans in the small business construction arena. Once you ve studied the plan(s) and have an idea of the business plan framework start writing a plan using a business plan templates.Some templates just ask a questions and expect you to be business savvy enough to fill in the answers in such a way as to compile a legable winning business plan. Others templates are more user friendly. These explain each part of the business plan, Provide explanation boxes and examples. These also provide tools and resources that will further help you write your plan step by step.I recommend the later.

Like others have said, checking out existing business plans, especially ones written in the same industry, is a decent place to start.
