To open a kiosk in a mall, you need to talk to the mall management. They will tell you what you need. You can find the contact information on the mall web site, or go in and ask any security guard for the administration offices. If you want to open a kiosk or do business on the streets, you need to see the NYC web site for information on permits and other requirements (which may vary depending on what you want to sell, and where)
i would say you talk to people in the mall management office. they can tell you the cost, etc. i would think a kiosk would be the same as opening a store. you need a business license. check with the secretary of state in your state about a business license.
