Why it is so hard to find food brokers? -

I m importing snacks from thailand. My product has exotic taste and excellent quality. also approved by FDA in USA. I have been contacts many brokers around SF, Bayarea to put my product to the markets but no one contact me back, some of them said that they are too busy. so my question is how do I find brokers or sale representatives?
