It depends on where you live. Call your local governement and they can send you to the person who will give you the correct answer.
21 here in the USA, and have the money to buy the license, building, pay for employees, credit enough for that and the booze, and to keep it afloat while business builds up. It is a very major undertaking. Good luck !
