Ebay Fees for Canceled transaction...? -

hi, im selling my car, and a buyer won the bidding. Now he says he didnt realize the transmission was manual and he don t want it any more.As far as i now Ebay refunds Final value fee, if we both agree to cancel it, which is fine with me.But on his email he mentioned that he knows there are ebay fees for canceling the transaction, and he is willing to pay them via Pay pal I dont know what he is talking about.Do i have the right to charge him, for changing his mind. or is he just wrong?Thanks for your helpful answers!

YES !!If you and the buyer come to a mutual agreement, than you canrequest a refund of the Final Value Fee.Log-in to your Ebay account and follow the necessary stepsto complete this reversal. HI Ebay does not refund the Listing fee ( whatever you paid them to list the car)If its any signifigant amount, its very nice of him to offer that
