Ideas for business development? need clients!? -

My mother has had her own mobile drug testing business for 5 years now and has recently opened a clinic. we dont have much money right now to get this up and running. I need some ideas on getting clients such as pre employment, dna testing, etc... any ideas im open to all?

contact employment agencies and or head hunters and see if they refer some clients to you.I m sure they deal with companies that need drug tests performed.Also, waht about government agnecies liek some social wlefare agencies who drug test their clients, those agnecies must be sending out to someone.
