As long as each piece is the same (not specific to each recipient) it qualifies for bulk mailing. Depending on the volume and level of presorting, the postage rate per piece goes down.And regarding the poster who recommend you contact the post office about doing your own bulk mailing: you need to purchase a yearly permit ($150 last I checked). When added to the actual postage, it can nullify any potential savings unless you do a lot of mailings.
