How would I open a gropu home for Vets? -

How would I open a group home for Vets? I have heard many different things? I am curious on classes or schooling I would need. Also what would I charge them and how do pay my staff? I have heard of people making good income doing this as well as home for the handicap. I am just unsure how to start.

I think that would have to be set up through the government.
