Give up on grants as you will grow old waiting on one. Anyone who has taken any business classes knows that you do not need capital (so I am going to guess you have not). What you need is sales (or a promise there of). There are 2 ways to do this. Say you have an order for 100 shirts, you can request 25% down and this will cover your production cost. Another way is to take the contract for 100 shirts to the bank. They will see what the profit will be (it should be about 75%) and they will give you a loan for 25% of it. You make the shirts give the printer and suppliers their cut (from the 25%). You then collect the outstanding balance (normally happens in monthly cycles so you will have to make 1 loan payment) pay off the bank keep the rest. With your next order you now have capital to do it without a loan (tho I would always require 25% down).
I googled gov t grants and on source tells me(in Texas) that such grants are non existent due to lack of fundshowever this still is and has been for beau coup years the Small Business Administration that makes loans to small businesses, however, my past experience has been than unless you are asking for $1 Million loan they are not available $1 Million is considered small business
You should start with one of these sites that gives free t-shirt businesses.
